Legal Aid Foundation (YLBH) Questions the Handling of Alleged Rp12 Billion Corruption Case in West Papua

Manokwari, Jubi – Legal Aid Foundation (YLBH) Sisar Matiti has questioned the progress of a legal investigation into the alleged misuse of Rp12 billion in rehabilitation and reconstruction grant funds from the National Disaster Management Agency (BNPB) allocated to the Teluk Wondama regency administration.

YLBH Sisar Matiti Director Yohannes Akwan said the organization was seeking clarity on the status of the case, which, according to information they obtained, is being handled by the Special Criminal Investigation Directorate (Ditreskrimsus) of the Polda Papua Barat.
“Why has there been no progress in this investigation despite the Rp12 billion budget involved?” Akwan said on Tuesday (26/5/2026).

According to him, the central government grant funds were transferred to the Teluk Wondama regency administration on Dec. 13, 2024, and were fully disbursed on Dec. 23, 2024.

“The question is why the disbursement was carried out so quickly. Yet until now there has been no open explanation regarding the use of the funds or proof of accountability,” he said.

He stated that the Rp12 billion allocation was intended for the construction of three elementary school buildings. However, to date, the progress of the projects and details regarding the use of the budget remain unclear.

Akwan suspects there are indications of state budget misuse in the management of the funds. He therefore urged law enforcement authorities, including the police and prosecutors, to conduct a thorough investigation.

“Disaster relief funds belong to the people. Their use must be transparent and accountable. Funds intended for the public interest should not disappear without clarity,” he said.

Acting Head of Public Relations of the West Papua Regional Police, Senior Commissioner Gadung Kurniawan, has not yet provided an official statement regarding the handling of the alleged corruption case involving the BNPB grant funds transferred to the Teluk Wondama administration. (*)
