Papua Provincial Government Strengthens Governance in Favor of Indigenous Papuans

Jayapura, Jubi – The Central Papua Provincial Government (Pemprov) is working to harmonize legal policies between the provincial government and regency governments within its jurisdiction, in order to strengthen effective, accountable governance that is oriented toward the interests of the community — particularly indigenous Papuans (OAP).

This effort was carried out through the 2026 Regional Work Unit (SKPD) Forum on Legal Affairs for Central Papua Province, organized by the Legal Bureau of the Central Papua Provincial Regional Secretariat (Setda) in Nabire, Nabire Regency — the capital of Central Papua Province — on Monday (29/6/2026).

The forum was opened by Assistant III of the Central Papua Provincial Secretariat, Viktor Fun, S.Sos., M.Si., representing Central Papua Governor Meki Nawipa, SH.

Delivering the Governor’s remarks, Viktor Fun stated that the Legal Affairs SKPD Forum plays an important role as a platform for coordinating and synchronizing various regional legal policies, especially following the enactment of Law (UU) Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 on Papuan Special Autonomy, along with all its implementing regulations.

According to him, the Legal Affairs SKPD Forum holds strategic significance in supporting the continuity of governance in Central Papua Province as well as district governments, particularly in the era of Special Autonomy implementation.

“The Legal Affairs SKPD Forum addresses various strategic issues, ranging from the facilitation and evaluation of regional legal products, the implementation of Provincial Regional Regulations (Perdasi) and Special Regional Regulations (Perdasus), case handling, to the mapping of legal issues at the district and city level,” said Viktor Fun.

He added that all regional legal products must be capable of providing legal certainty and guaranteeing the protection of the basic rights of indigenous Papuans in the economic, political, social, and cultural spheres.

Furthermore, regulatory structuring is also part of the effort to realize the Central Papua Golden Development Vision 2025–2030, which is just, competitive, dignified, harmonious, advanced, and sustainable.

He noted that regulatory synchronization has become an urgent need amid the social and economic development of the community. As such, regional governments need to draft provincial regional regulations (perdasi), special regional regulations (perdasus), district regulations, and regent and mayor regulations in a harmonized manner, accompanied by technical guidelines that accelerate the facilitation and evaluation of legal products.

“This forum also encourages the digitalization of legal services and more comprehensive mapping of legal issues, in order to improve the quality of services to the public. Regional legal products must demonstrate a commitment to indigenous Papuans, so as to be able to advance the development and welfare of the Central Papuan community,” he said.

He emphasized that all regional governments in Central Papua must continue to strengthen synergy in building a legal system that is harmonious, adaptive, and responsive to the needs of the community.

Viktor Fun stated that through this year’s Legal Affairs SKPD Forum, the Central Papua Provincial Government hopes to produce strategic recommendations capable of strengthening regional legal governance, improving the quality of regulations, and supporting increasingly effective governance that is oriented toward the interests of the Central Papuan community.
